What is legal in Singapore, and what Panya will route.
The HSA (Health Sciences Authority) classifies tirzepatide and semaglutide as prescription-only medicines under the Medicines Act. Mounjaro and Wegovy are both registered for Singapore use. MOH Circular 87/2024 specifically requires the first GLP-1 consultation to be in person at a licensed clinic; follow-ups can be telehealth. This rule applies to every legal Singapore GLP-1 channel, hybrid or otherwise.
Three routes that stay on the right side of the line.
Hybrid telehealth (MOH 87/2024 compliant)
Siena Health, Noah, Ordinary Folk. Hybrid by design: first visit in clinic for BMI assessment + medical history + prescribing decision, follow-ups online. Stripe-pay, English UI, expat-friendly. Cost runs SGD 190 to 420 per month for the standard 5 to 10 mg dose. The MOH 87/2024 first-visit-in-person rule is genuinely enforced; reputable hybrid providers route around it cleanly. Pure-online providers that skip the in-person visit are operating against the circular and Panya does not route to them.
Private GP or aesthetic clinic
Clifford Clinic, Bay Aesthetics, IMC Healthcare. Doctor-led GLP-1 + GIP, English-fluent staff. Cost runs SGD 325 to 700 per month. Some aesthetic-clinic framing leans on weight-loss-as-aesthetic rather than as-medical-management, which can make MOH compliance ambiguous; ask about MOH 87/2024 explicitly when booking. The clinics that are genuinely compliant will state it on their site.
Longevity programme
Chi Longevity (Four Seasons Hotel), The Longevity GP. NUS Centre for Healthy Longevity ties. Cost runs SGD 700 to 3,000 per month. Peptide-stack + GLP-1 + biomarker tracking framing, longevity-medicine-not-weight-loss positioning. Higher-touch, more comprehensive, more expensive. Best fit for buyers who want the full multi-month metabolic workup, not just the prescription.
No pure-online GLP-1 routes, no research-chem channels.
Pure-online GLP-1 providers that skip the first in-person visit are operating against MOH Circular 87/2024 and Panya will not route to them, even if the price is attractive. Research peptides (BPC-157, dihexa, the non-GLP-1 catalog at panya.health/peptide) are documented for transparency but we do not yet route to vendors for them anywhere, in Singapore or elsewhere. HSA's posture on unscheduled research peptides is that personal-use imports are tolerated in small quantities but human use is unsupervised; we do not endorse that regardless.
